0088 — Genesis deploy restrictions ratified

Context

Ratifies the four genesis acquire/deploy gates (Federation reputation, jump distance from Federation Space, neighbour-planet spacing, and per-region anti-monopoly cap) that FEATURES/galaxy/genesis-devices.md had carried as unratified (design) numbers. Resolves the pending decision genesis-deploy-restrictions.

The ratified rule, the enforced thresholds, and the worked rationale now live in FEATURES/galaxy/genesis-devices.md. The Federation Space definition is shared with police-forces.md. This ADR remains the audit trail for the ratification.
