0009 — Quantum Crystal Assembly Venue Split

Context

Quantum Crystal assembly (5 Shards → 1 Crystal) and the one-time Quantum Field Harvester install carry different venue thresholds because they are different kinds of action: assembly is routine downstream commodity work; the harvester install is a one-time prestige gate that unlocks nebula entry. Treating both with one threshold conflates them.

The durable rule now lives in FEATURES/galaxy/quantum-resources.md: assembly at any Class-3+ station or SpaceDock; harvester install at a Class-7+ Technology Port.
