0023 — TS1: Turn-cap Source Canonicalization

Status

Folded into FEATURES/gameplay/turns.md (2026-06-19). Turn cap is 1000 + rank_max_turns_bonus (rank-only); the ARIA tier multiplies regen rate not the cap, and the subscription / achievement / Allied-faction max-turn add-ons are dropped.

Context

Arbitrated whether the max-turn cap stacks four additive sources (rank, subscription, achievement, Allied-faction) or is sourced exclusively from the rank table.
