Folded into FEATURES/galaxy/warp-gates.md (2026-06-19). The team-tier-only formula max_gates = 1 + floor(active_team_size / 4) + (3 if region_owner) is canonical; military rank does not factor into gate caps.

Context

Arbitrated the per-player ACTIVE-gate cap between a military-rank-tier ladder and a team-size-plus-region-ownership formula.

The durable rule now lives in FEATURES/galaxy/warp-gates.md (cap formula and worked examples). This record is retained for decision history per the append-only ADR policy.
