0015 — Solo Genesis Has No Sector Lock

Folded into FEATURES/galaxy/genesis-devices.md (2026-06-19). Decided that solo Genesis is fire-and-forget — the forming planet is invulnerable to all (including the deployer) during the window, and sector-lock applies only to Genesis Teams.

Arbitrated whether a solo deployer must remain in-sector during the formation window.
