0005 — Capital Sector and Compound Sector Identity

Status

Folded into DATA_MODELS/galaxy.md (2026-06-19). Decided that sector identity is the compound key (Region.id, Cluster.id, sector_number) with region-scoped uniqueness, and that each region has a named Capital Sector welcome hub.

Context

Arbitrated region-scoped vs globally-unique sector numbering, and "Capital Sector as concept" vs the legacy "Sector 1" conflation.

Folded into DATA_MODELS/galaxy.md — the compound-key model, UNIQUE (region_id, sector_number), and the capital_sector_number welcome-hub column (Terran Space = 1, player regions placed in the Federation Zone, Central Nexus anchored at Gateway Plaza) are canonical there.
