Folded into FEATURES/galaxy/warp-gates.md (2026-06-19). The 48-hour post-deployment window is invulnerable builder soak time (not vulnerable construction); PvP contestability lives post-activation on the 10,000-HP merged gate.

Arbitrated whether the 48-hour beacon/focus soak window is vulnerable construction time or an invulnerability window.
