0033 — Astral Mining Consortium Promoted to Own FactionType

Folded into DATA_MODELS/gameplay.md (2026-06-19). Astral Mining Consortium is promoted from a MERCHANTS sub-type to its own FactionType enum value MINING, so station- and sector-level Astral detection is a single enum check and the ADR-0032 emergent-rep triggers can fire.

Context

Arbitrated whether Astral Mining stays a derived sub-type under MERCHANTS or gets a first-class enum slot; a distinct enum is the precondition for the ADR-0032 reputation triggers.

The durable rule now lives in DATA_MODELS/gameplay.md (FactionType enum) and FEATURES/gameplay/faction-lore.md (Astral's FactionType code: MINING). This record is retained for decision history per the append-only ADR policy.
