0039 — TradeDock Resource Atomicity on Cancellation

Status

Folded into FEATURES/economy/tradedock-shipyard.md (2026-06-19). Delivered construction resources are consumed irreversibly per batch: cancellation refunds credits on the AU2-6 schedule but never returns cargo, closing the cancel-and-rebook material-recycling exploit at the data-model level.

Context

Decided whether cancellation should also refund delivered resources; refunding cargo would let players recycle rare gating materials across rebook cycles for near-free.

The durable rule now lives in FEATURES/economy/tradedock-shipyard.md (atomic delivery semantics and the cancellation refund table). This record is retained for decision history per the append-only ADR policy.
