ADR 0153 — Requeue LEG-3677 ADR materialization (LEG-DEC-883)

Operator Decision LEG-DEC-883 asked how the work-order system should handle LEG-3677 (Materialize ADR/decision files for LEG-DEC-855) after the closer census marked the work order blocked pending merge authorization.
